I don't really have any specific tips or techniques, but I suppose what I can tell you is try to find as many reference images as possible before starting work on something. The more reference material you have, the easier it will be to make what you want.

This should be the design for a 2D video game. It would be awesome. In fact I should try making games like this if I ever learn to do it.
