I bet my money on Gaara, for a few reasons.
Toph has a few strongpoints, being more versatile with her iron bending, earth bending and basic sand-bending. In an environment neutral to them both, I think several of their means of attack counter each other. Her superior hearing and vibration sensitivity makes her a hard target, given that she can easily predict the movements of her foes. Plus, she can in some cases detect incoming projectiles by the sounds they make. She can also use both defensive and offensive maneuvers. Β
However, her raw power might be inferior in comparison, and her powers requires more of a physical strain than Gaaras, who's means of defense is largely automatic. Gaara is not a skilled taijutsu fighter, mostly relying on his sand and defense over offense. But that might be an advantage, given that he doesn't move as much as most of Tophs foes. His manipulative abilities are connected to his direct thoughts, and doesn't rely as much on movement as it does with an ordinary bender. This probably means that he's got a slight speed advantage. His ability to fly on sand will certainly prove useful, given that airborne assaults is one of Toph's Achilles heels.Β
One tactic that could work in her favor is to turn the sand of the surrounding environment to rock; question is though if she can uphold all that long enough, or be quick enough to make a killing blow. Even if she turned Gaaras sand-layer to stone and momentarily petrified him, his power to extract sand from minerals, while chakra-draining, might counter this quick enough.Β
Lets not forget either that Gaara is calm and calculating, relying on tactical use of his resources. Toph is no pushover, but she has proven to be a competitive, arrogant and hotheaded; relying more on her feelings and senses rather than long-thermed tactics. Gaara could probably figure out her weaknesses, possibly sand-coffin her ears or make her loose her footing with a massive flow of sand underneath her feet.Β
The few people who has bested Gaara has done so either by superior speed (Rock Lee and Sasuke) or excessive force (Deidara and Kimimaro). I don't think Toph is fast enough to outmaneuver Gaara, but she canΒ surprise him with constant attacks from below. Β Β

nice art, though toph would win since Gaara needs special sand, I mean, he can make sand special, but it takes at least a bit time. But then again, if it's in a desert, Toph is more blind than usually, and she can't control sand That well,hm.. *Thinks*

Gaara can block virtually any attack and can kill someone in seconds. As much as a love Toph, and she's one of my favorite characters of all time, it's not competition against Gaara.
