Humor alert. Universe 9 is just fine since the angel didn't disappear when the God of Destruction dies. Supposely Zen-oh teleported the Universes into a realm where only him could detect. Zen-oh wants all the warriors believe they are going to be destroyed so he could see the very best warriors go all out of their might at the end.

I highly doubt Zen-ih is that smart. He makes Goku look like an absolute genius. However, I do believe that at one point the universes that are list will be brought back to life. There are just too many important characters, and I don't mean only the canine brothers, but characters like Hit, Frost and the Saiyans.
