A friend of mine and I got into a similar discussion about that very question.
I think from Inafune's point of view, it was his way of getting the fans involved. Though my friend would guess that Comcept probably had enough of a budget to get it going on their own anyway.

Substitute-MegaMan so Inafune can do ... well do what ever else he wanted to do with 'em I guess. I don't think it'll be long until we see Mighty No. X9 or Mighty No. Legends.

I've played Star Force 2 and some of the Battle Network games as well, though it's been a while since I've played them due to work....
Mostly I'm more familiar with the Ruby-Spears cartoon that used to be on and anything to do with NT Warrior/Battle Network. XD;
I own the entire NT Warrior manga set and I feel way more proud about that than I should, lol.
