I'm actually not that familiar with Cosmo either, since apparently she only appears in the Sonic X series and I haven't followed that.

The art looks nice though. I love the way you colored the eyes (and yes, I saw the tutorial you posted for how you color eyes). My only comment would be that I think you made the colors overall a little too drab. I'd increase saturation over the whole thing.
