Hi Meliisa,
Yes, anyone can use it. 
How I put it in "Customization / Emoticons / Chat Friendly Emotes / Medium - up to 50x50 / Animated", it can be found in "+ add media" button.

The gif's dimension is 50x50 pixels and I guess have a size limite too.
Yesterday it worked, but now it is not showing up there. If you put in the search add media "boanergesjr" should appear all emotes that I did, but the caracara is not showing up anymore. I'll try to find out what happened.

Thank you Boa I saved it to my faves so if need to I can find it faster. Are you planning to do others too? I love emotes and use them frequently

I put the ones I made in the folder Emotes-and-Etc . If I create another I'll put it in the same folder. In general the drawings are not mine because I'm really bad at drawing.

I reread my answer and realized that it is incomplete. Complementing:
I created the category just to organize my mess.
Obviously you can use them as you wish and if you like some and add to your favorites I would feel honored.
I'm trying to make one with the winking owl, I'll try to finish today.
