u take the pen tool, and u create a shape, and then u select the shape, make a new layer, color it in any color, and then go to blending options for that l;ayer, and muck around there, with the different options! not tht hard

it is fun! thats y ive just been doing so many of them!!!!! lol takes me like, half hour for each one, n its so fun! u get the 3d effect by using the emboss option, in the blending options thingy!
