Well, I'm actually unfamiliar with those series, just mentioned it because I see a ton of OCs based on countries.
But then what DID you base your OC on?
I certainly don't know any other "country-based characters" anywhere else.

None really. I made them myself with no real inspiration except for history.

I know a few aside from Hetalia, but they're obscure and the name sort of escapes me atm
