looking at the moon? I only ask because I did a similar photo by deliberately moving the camera around "violently" over a long exposure time and focusing on a full moon.

No it was a forest scene as far as I remember. Color manipulated where the darker tones were trees and light streaks were forest openings from a much brighter sky, but used the same kind camera panning you mentioned otherwise
