If you were a part of a resistance, then proper uniforms would go out of stock quickly. therefor, one must use what happens to be left.
i don't know, my explaination only works if she's a part of a resistance group. the other one is that she wanted to.

people do tend to go to them quicker then jungle fatigues and the fact that most times you keep the fatigues.
