Ehh, pretty much the same way you do. Copy the layer and blur it and change the blending mode, then do that a few more times with different filters on the different layers.
As for how I actually made the fractal? No idea. Luck.

im going to totally rebel on this one and say more than just i like it, because if you took out the romanticide thing, and if you told me it was a photo of a star or nebula or whatever, id totally believe you. its freaking amazing. its like an explosion of like.... pwnage?

5000x4000 holy wow, you'd have to have one hell of a compy for it to not get frozen that's huge. I simply love it though, I made it my background if you don't mind
