Taro isn't actually too well known as villain, because of the drawbacks of his quirk he can't really go into the action. He prefers to sit in the shadows and monitor how things go from a distance.

His quirk has a side affect that gives him constant headaches, it makes it a hassle for him to get much done.

Since he gained his quirk most of childhood was spent in and out of the hospital as it took a huge toll on his health. Eventually it got the point he was living in the hospital, it was a same fate his mother had as they both have the same quirk. but unfortunately hers put her into a coma when Taro was a toddler. Rather than suffering the same as his mother he left the hospital, even if it meant death he just couldn't stand being there anymore.

The collar he wears is a device that filters cleaner air into his lungs allowing him to use his quirk longer.

Taro has genuine problems properly expressing emotions, due to the fact he rarely had other human contact due to the fact his quirk was dangerous for others. The only contact he had was with his mother however she was in a coma for most of his childhood, his father rarely visited either of them while they were in the hospital.
