Very perceptive of you. In my photo story the URC violator, the cop caught six women out of cuffs during a coffee morning, but only five were breaking the law.

Kevin mentioned once that it's common for women to allow visitors to their home to remove their cuffs.Β In your story, the cop didn't actually arrest anyone, but just blackmailed the women.Β So I take it this is an area where the law is not aggressively enforced.

Another case of out of sight, out of mind but still technically a violation. The cop in my story has his own motives remember. Try not to find inconsistencies in every story you read by comparing them to others. They all have them because we all have a differing view of how the society works.
