It'd be close, but I'd give it to Godzilla, simply because I don't think Goku has ever faced off against a kaiju with enough power to level Heaven or Hell.

Godzilla would win, due to Saiyans never encountering radiation before. It kill Goku in seconds.

This requires far too many assumptions, like will radiation kill Goku in seconds, will Godzilla even be able to hit Goku when Goku's slightly FTL even in base form and so on
