Jessie is prone to vanity and explosive anger. She values her appearance, and she can get furious when her face or hair is damaged. Furthermore, Jessie goes into a violent outrage whenever someone insults her beauty . This is a trait she shares with James, who hates being referred to as an old man. She is also angered when missions are either failed or botched, which is a regular thing. At times, her anger is also shown to scare James and Meowth, usually when they are expecting it or if she really loses her temper. However, her anger tantrums have become less frequent and eruptive over the years.

James has an odd and rather submissive personality. He regularly complies with Jessie and Meowth's schemes, the results of which often do not fare in his favor. He and Meowth also bear the brunt of Jessie's many tirades. However, James is sometimes shown to get angry himself, though not to the same extent as Jessie. Despite the arguments, James' self-doubt and lackluster confidence is bolstered by his fellow teammates. This is most likely the result of his upbringing, where his wealthy parents were abusively controlling his everyday life. It was for this reason that he ran away from home and joined Team Rocket in the first place.

Meowth has an ambitious, conniving, and idealistic personality. He has made it his life goal to please his boss, Giovanni, and will stop at nothing to capture or steal Pokémon, especially Ash's Pikachu , which he and his comerades have been pursuing for over five years. Meowth is a characteristically jealous individual, particularly with other cat Pokémon, most notably Giovanni's Persian. He often clashes with Persian because he is equally as smug and conniving as himself. Many of his personality traits are typical for other Meowth, where they have an affinity for affection, but has an eye for sparkling objects. Unlike most other Pokémon, who will only commit evil deeds when ordered to do so, Meowth is both perfectly capable of and willing to act on his own accord. He is motivated by self-interest and greed, but also enjoys the thrill of taking advantage of others.

Since witnessing his power, the trio has been obsessed with capturing Ash's Pikachu, relentlessly pursuing them across various regions to do so. Although they often succeed in capturing Pikachu, they never manage to hold on to him for long. They frequently develop or purchase various kinds of shockproof gadgets and machinery to aid in his capture, but these gadgets are often circumvented by non-Electric attacks and abilities (which the trio constantly forget to account for) or simply backfire. On several occasions, however, they have shown that they are not all evil and have displayed a degree of affection for Ash and his friends, even assisting them on occasion.
