I have a theory I came up with for why they have so many hats: training new programmers.
Think about it. Hats are complex enough to show the newbies the ropes, while also being relatively simple and low priority. It has to move with the character, be three-dimensional, able to change colors, and be purchased from the store. Essential things to know in Valve.

I got a theory as well. There are TONS of additions to the Workshop all the time...but which is more executable in a balanced FPS? Cosmetic items which don't really do anything, or weapons?Β
Meaning the reason we have so many hats is because it's easier to bring those in then weapons that people might use, or might be too OP, etc etc. Though your Theory is quite nice as well...heck the two could go hand in hand.
