• Minimum Requirements: Windows XP Rainmeter Version 2.4.0.1623
• To move a panel behind another one, refresh the skin by clicking the middle mouse button
• Dimensions 1920 x 1200 | 1920 x 1080 | 1680 x 1050 | 1600 x 900 | 1440 x 768 | 1366 x 768 | 1280 x 800
Instructions :
• Run the installer.
• Use the picture provided in the wallpaper folder as your wallpaper. (Right click the picture, Set as Desktop Background.)
• Open the Variables.inc and edit the settings "...Skins\Sand\Variables\Variables.inc"
• Choose the foreground skin that fits the width of your screen

how to move foreground to bottom?

It should already stay on the bottom if you refresh the skin but if it doesn't then you need to right click your rainmeter icon in your notification menu and hover over "Sand\Foreground" untill you see "manage skin" as one of the options. That should bring up your display settings and there you will see that the click through option is enabled. If you disable it you will be able to drag it to where you want to position it.

The foreground is supposed to be on the top of everything else so that all of the other skins appear to be behind it in the background.

I have the same problem. The foreground is at the top of the screen,above all of my other visuals. I can't move it to the bottom of my monitor.

You can edit the skin and delete "onrefreshaction=!ClickThrough 1". You should be able to move it now.
