Frankly, the panic is more than justified here when you remember that THERE'S A KILLER ON THE LOOSE. I would say to listen to Sans next time, but, to be fair, leaving town with Frisk probably saved Papyrus's life since Chara already got through Snowdin.
Meanwhile, the issue that Chara is ahead of Sans still remains. May I suggest teleportation? Or maybe telling Papyrus the tru- no? Okay then.
