yes they are Gabby and a number of other clones were created by Alcomax in an effort to to create their own x23 clones for purpose's of evil. However for some reason these clones (save for Gabby) didn't naturally develop a healing factor or claws. and their other mutant ability were muted, tough they remained nearly as skilled as Laura due to their training
it is possible that the process Alcomax used was flawed (its implied these clones despite most of whom being the same physical age of Laura are not very 'old' and they seem being born artificially rather than Naturally as Laura was ) Alcomax also used a type of nano probe device that prevented this batch of clones from feeling pain or really any sensation and 'stole years' from their lives. So its likely these clones were grown very quickly
Gabby for what ever reason seems to have being the only one to natural develop healing factor, claws and other stranded Wolverine ability though in some area's they are lessor than her 'big' sister though that might be an experience thing.
I Personally believe its likely that Gabby's ability triggered some point after she saw scared thus those scar's on her face never healing
though there is also the possibility that she kept them as a reminder, as its stated a number of times that Gabby still has the nano probes in her body stopping her form feeling pain but as they are no longer killing her and she can feel everything else other than pain. its likely Laura went to one of her more technology minded allies and had the nano probes reprogrammed

well most likely its an artistic choice , the only real reason for which is to make her look distinct from Laura.
though if you liked you could conserve of any reason, head cannon why Gabby retains her scars despite her healing factor
i believe i told you my own.
any you came up with would be just as valid, a poplar theory being that her healing factor isn't as strong as Laura
