It's because only Heavy had the heart implant that enabled Uber.

Maybe because expressions are less beautiful for a medic under ΓberCharge than a standard medic ? :3

The Very First healing device created was the 'quick fix' , after its first successful use on the heavy it malfunctioned and couldn't create an uber-charge again, however it did overheal. Since it was the prototype to the medigun.

War historians will appreciate the original medigunβ still handy even though the invuln function malfunctioned after its first use.
β Quick-Fix publicity blurb
β
The Quick-Fix is a secondary weapon for the Medic. It is a prototype Medi Gun with a group of three gauges on one side, a (cosmetic) ΓberCharge gauge on the other side, and what appears to be a blender for a body. The main gun is coupled with a medicinal reactor backpack with glowing portions that replaces Medic's default backpack.
