Didn't know the courier could became the one calling shots in the BOS... XD
Though, after you learn how to use power armour yourself, you can easily teach anyone else after that... ^^

The courier isn't calling the shots in the BoS. Elder McNamara is promoting Veronica.
I just thought that it was only fair that Veronica gets promoted as she is a BoS member. And it was a team effort after all...
