Indeed but in my point of view and of many I think Nintendo might have screwed up with Pikachu evolution Raichu has nothing to do with Pikachu...
and then later on they kind of fixed that but they can't really make Dedenne from raichu evolution tree now.
But it does make sense that dedenne would evolve in Raichu the colors are very a like and if you cut it's ears you have raichu ears. as for the tail it's much easier to imagine it growing a thunder shape than Pikachu zig and zag style tail becaming a rail with a thunder on the end.

I don't think Raichu looks too dissimilar from Pikachu not to be related. The redesigns over the years may have accentuated the differences, but if you look at earlier artwork I think it's clear they belong to the same family. The original sprites from Red/Blue/Green especially.

Considering the time difference between Raichu and Dedenne's design processes, I doubt they were ever meant to be related; Game Freak's electric mouse Pokémon all have the same core features. Luvdisc and Alomomola, on the other hand, were probably meant to be related at some point before they decided Unova wasn't going to have any older Pokémon in it for Black and White.

It's true I agree when Pikachu was chubby they looked a like!.
but not really in color right.
normally pokemons that evolve keep their colors. you see charmander bulbasaur and squirtle for example.

but to even make your answer more clear I'd say Original Pikachu... Had WHITE BELLY! unbelievable.
makes sense that raichu keeps that white belly.

Hmm, I guess. There are plenty of Pokémon who change colour completely, though (Magikarp/Gyarados, Eevee, Dragonair/Dragonite), so I never found it that strange.
