Well this is something.I have to say, it does look a lot like a real pencil drawing. These brushes are quite impressive.
The Pikachu is a character of mine named Kachi. Maybe someday her story will be made public, I don't know.

Nope, it's a Photoshop brush I found online. It's meant to look like pencil, so if it fooled you, I guess it works!

She. And... I guess so, if only because she wears a proper sort of hat. The coat thing she's wearing is actually the thing that Hex Maniacs wear in Ruby and Sapphire.
