Oh, trust me, I know it would be sweet. But I don't have even the vaguest clue how I would begin doing such a thing, and I don't know how to code at all.
At the very least I'd need a small team to attempt such a project, what with all the coding, animating et cetera...
Besides, I'm not sure if Psychonauts would translate well into an RPG. I mean, who would Razputin's party members be?

That's what I meant actually. Get a small team of programmers and coders, along with animators and environment artists.
Along with text hackers and so on, using EarthBound text.
For RPG elements, it could be like how it is in the game with a mix of MOTHER goodness...
The allies that join him, I'm guessing it'll be as he goes on with likely candidates and you can possibly pick and choose which allies you have.
Lili will join you during the rendezvous at night, so she'll be a part of your party for a little while. Then once she's kidnapped, you'll have to rely on temporary party members at the Insane Asylum, from Fred, to Edgar, and so on with their own abilities or something...
Or maybe Raz just goes at it on his own like he normally does.
For the enemies, coming up with clever names for them will be sub-standard since they probably already have names...but if needed:
Telekinetic Bear
Inflamed Cougar
Such things like that...it'll be a difficult process...but I'm sure there are people out there willing to do so!

On your own in an RPG like the Mother series just won't do... and as for the temporary party thing...I think the main problem there would have to be that temporary party members mean problems with your equipment. For example, you'd lose what was equipped to Lili when she gets kidnapped... it's either that or getting it back, but then there would have to be more inventory space to house the regained stuff.
...Unless the story were altered slightly, so that some other campers make it through 'the great de-braining' to be your permanent party members (no idea which ones would work best though).
Or it'd have to use an entirely new story of course. In which case I'd better find some people to help out with the writing as well.
Hoo boy, I may be overanalysing this idea at this point.

No no, over-analyzing is a good thing. Leads to fantastic idea and game breakthroughs...unless on a budget where you can't over-think and therefore have a problem but nonetheless.
You make a good point, there will have to be certain characters throughout the game that will have to assist him throughout the whole game...
I'm guessing for each brain you restore, you get a new party member but you can only have four. If you have more than three campers re-brained, then the solution to that would be the ability to switch out party members that have their own special traits and/or powers. Lili with her telekinesis, Dogen with his explosive powers, that one kid who tells long stories will be able to put enemies to sleep, and stuff like that!
Every time you switch out a party member, depending on who you switch out, will have the same items swapped to their inventory...
Like...say you wanted to switch out Dogen for say...Kitty Bubai, Kitty would now have the same items that Dogen was holding on to at that moment in time.

All right, let's get some more over-analyzing going then...
Now, I'm not sure (as I actually know very little about these things) but I think having to make so many characters playable is nigh impossible. Additionally, all of the brains need to be found at the asylum- therefore, you'd be alone for a fairly long while and then suddenly start unlocking tons of new characters while climbing the floors.
I do like the idea of the different abilities. Obviously we need to make characters different from one another, like they are in Mother/Earthbound. Problem is, aside from those abilities, all the characters would have the same powers -they're all psychics- and Raz would pretty much be the best at all of the usable powers (let's face it- he's a bit overpowered that way).
Now, the item swapping idea might work, but then again, only as long as all items can be equipped by all characters. Any character-specific things and the same problem arises again.
Actually, I'm starting to think that this type of project could only work when Psychonauts and Mother are combined differently. Clearly "Psychonauts but with the style and gameplay of Mother" won't work out. So I'm thinking this hypothetical combination should either:
A) change the plot and story elements quite a bit (or get a new plot) to make Psychonauts more Mother-compatible.
B) change the gameplay of Mother so it fits the story of Psychonauts better.
or of course:
C) change the lot and make it its own thing, with a new story and gameplay.
By the way, even though all of this might amount to nothing in the end, and end up as just unused ideas, can I just thank you for finally giving me some interesting comments?

Yeah...good point about about the characters...since Psychonauts is in no-way related to MOTHER at all, probably best to just stem it as a solo-running game, or we could have him with his best of friends, i.e. Dogen and Lili instead? Running on MOTHER 1 relatives of only having three characters at a time.
True, each of the characters in the game are all psychics and therefore all have the same powers, but some of them seem more experienced in what they've got from what I can remember, like Milka and her invisibility? Or Dogen and his head explosions? Phoebe and her pyrokinesis, even though she's a bit fearful to use them, having overused them...and so on! So it seems that each camper seems to have curved out and chiseled out their own psi abilities and made it their own to the point where Raz can barely meet up to it. Milka can turn completely invisible when even approached, Dogen can explode heads to the point of one-hit KO-ing any opponent if he removes his tin hat, and Lili can...uhhh...telekinesis?
Plus for the decisions on how to perfect the project...I'm guessing B, instead of being a turn-based RPG, it would somehow be action-based instead? Kind of limited with sprite limitations, but I think it might be possible... If not then A, perhaps Lili is able to be saved right after she gets kidnapped by Linda? I'm just running on ideas here at the moment.

I suppose you're right about some characters being specialized to the point of being superior to Razputin, but it still doesn't seem to quite make them stand out from one another in terms of powers. Every character should have their own role in battles.
For example, in Mother 3, Lucas is the best healer, and has the immensely powerful PK Love, Kumatora has elemental PSI, Duster has no psychic powers whatsoever but is physically tough and can inflict status ailments, and Boney... well, he doesn't really do much, but he can be used strategically to use battle items when needed.
I think a similar balance would be harder to pull off with the Psychonauts characters.
Now, if it should be action-based, that would only work with completely different sprites (see my take on 'Psychonauts GBA' in my gallery), and it would then completely lose connections with Mother. Which would frankly be a shame.
Aside from that, I don't think I could make an action game straight away, having never even worked on any project like this.
And Lili being saved before being kidnapped might lead to some plot holes...

There's a very good reason for that.
Both these sprites and those sprites are based on the ones used in the EarthBound/Mother series(alterniaBOUND=obvious reference).
Also,a certain battle sprite in alterniabound uses the exact same style as my earlier sprite edits.
