A Couple of other things make her stand out to me...
Madeline wore glasses! Even in her heroine persona. (That was always a neat thing to me)
She also did one of the first Fumetti covers (Or at least a cosplay type cover)
And at one point, she was allegedly the mother of Quicksilver and the Scarlet Witch--through the agency of the High Evolutionary.
She gets glossed over a lot in "Golden Age heroines" anthologies though, in favor of Wonder Woman, Phantom Lady and Moon Girl.
I agree with your assessment, I first met Miss America as part of the Liberty Legion, in the Invaders. by which time she'd already been retconned. (Though she did go toe to toe with Iron Cross and came out almost even.) I think a real fight between Warrior Woman and Miss America COULD end up going either way.

Actually have 2-3 reprints of the story here--and I have a 3d version of the mother-daughter fight scene in my hard drive--

My favorite story had her disguise herself as her cousin to protect her against a man after her money. Some of her hair was showing under her wig and he spotted it, and when she got into the car Madeline was chloroformed, and then buried alive! Fortunately she had superhuman strength and broke out after changing into her Miss America costume. I get Saskia and Rex could have used the same powers.
