It's Yamcha, the Desert Bandit
This lineart was some major flaws but overall I like the picture and I hope you do too, specially the few Yamcha fans out there.

Well, if you'd ask me about the hair... yes. But i dunno about the whole drawing. i can try to tell you what to improve:
te lines are a bit messy, in some places they don't flow with eachother.
his chest... its (how should i say it) theyre a bit too smal and 'blocky'
his shoulder is somekinda weird, putting it just a bit more to the right might work.
and those pieces of hair next to his ears, like those of chichi. they dont look that way at all.
but anyways, that's just my opinion
