2 head (tall) chibis don't usually have those kinds of details. It isn't until you start drawing 3 head (tall) chibis that those details, such as hips, boobs/no-boobs, leg shapes, and all that come into play

To tell You the truth, I do not know either how I decided these proportions, but mostly watching other artists drawing their Chibis, and tried to apply this proportion my own way, which would make them look cute in my view.
Although, in Chibi, proportion is not a so restricted thing, so I'd recommend seeing how others also drawn their SD characters. It is really helpful ^^
