Haha apparently not- he can't sleep with Shukaku inside him, so technically he didn't sleep for 15 years. I think that's what the rings around his eyes signify to some extent- one, the mark of the bijuu (like Naruto's whiskers) and two, the tiredness of his eyes ^^ But no, he doesn't really look all that tired, considering he's hardly slept haha!
