Mate, there always will be some sort of light recoil since you propelling some mass out of you you will recieve same amount of force backwards. Even with magnetic open gauss cascade you used here. Only thing is how are you gonna deal with recoil smoothing.
I currently see few pluses this rifle bring. First - Tactical doubletake - both flashlight and red dot laser pointer.
Second - slim enough to be packed in bigger packages.
Third - Adjustable powerlevel wheels for precise sniping.
Fourth - Adjustable foward grip.
Now let's talk about minuses.
1 - open gauss cascade, especially this thin packed will cause dust and dirt stick to it right away.
2 - Stop is weird. I mean i can understand if it made with soft material, so recoil will be abrupted, but even if it is smooth plastic you will get chest pain after few dozen of shots.
3. No mechanical magazine ejection. Imagine your rifle out of power/emp grenade exploded nearby. What next? gonna pry open it?
Overwall it is a neat clean design for some light-hearted fps. For more grim version i highly recommend making darker color of blue and changing toy glance grey plastic onto dark matte polymer plastic.

Perfect for taking out tanks and armor, but every shot counts when charge times come into play.

Well railguns rely on a power source, capacitor banks, and cooling systems, so they would be powerful but would be extremely limited in the amount of rounds they could fire per minute.

Well it works with battery charges, so u just reload it like a normal weapon, only then with energy, so u can 'prep' your ammo at some station ^^
