Interesting child they had:  Upper part human while the lower half is scalie, with a missing leg.  But, hey, if they're happy, who am I to complain.  I wish them love and good fortune.

My guess with the robotic limbs: there is a trait that runs in the family that makes some limbs not form correctly in the womb, and/or are much weaker than the rest and thus would be better for their well-being if it was amputated.

Well, that or metal is genetic now

Anyhow, according to the commissioner this is due to a genetic trouble on the father's side that means there's a 25% chance the child misses a limb or parts of one.
