The effect is known as "silken water" or "silk effect", it's very easy to achieve, diaphragm as closed as possible (F22/F36) and about a second of shutter, you can use a polarizer or nd filter to increase the exposure time and the effect

It's easy, the long exposure needed for the infrared shots gives this aspect, then after merging them into hdr makes the rest
