Good question. Like almost everything, rubber boots used at prisons are made in China by a number of suppliers. Every prison tries to get as good a deal as possible, and these tend to be on the cheaper end of the quality scale. Many issue prisoners new (or nearly new boots) as part of their uniform. Some harsher complexes use old and very used boots to cut down on costs, and as its own form of punishment.
Both prisoners seen here are wearing new but unlined boots.

Higher end rubber boots often have padding or liners inside that make them fit better, absorb sweat and odor, and cushion the step. Cheaper grade boots are basically just molded rubber-- nothing but rubber inside.

These two prisoners are sentenced to life, so they'll wear some form of shackles throughout. Technically, their current shackles canΒ be disassembled and removed for repair, replacement, etc. But that's not done very often, thus theΒ semi-permanence.
