Indeed it does. But cities like that are easy to mess up with, just look at fortree, my favorite city, yet it is so weak in content (and I know it is not getting any better.

If I was going to make a game about pokemon, I would make two villages, separated by a route where you combine those depths (above the bridge, below the bridge), and maybe some caves and really tall grass. The reason it is empty is because You'll mostly just walk and walk over there. It is different than other cities, just look where you can walk, they are really limited tiles, it challenges the designer to make them not go to waste.

Still, remember that if you put too much, it will simply take the feeling (althought I bet you can double the size of the top center one and put a even bigger tree on the middle and it will be awesome), that is why I used the example of the route, try one that would be your favorite route just for the sake of exploration, without overdoing it, and then get back there, you'll feel the difference.

PS: the left house with too clear leaves looks out of the picture, stood to the amazing tiles you were using for the others.

it looks empty because there's no people there, it will look less so in-game. Also, congratulations on making the poke-centre and poke-mart blend in with the rest, that's always been one of my biggest complaints.

Das Haus mit dem Dunkelgrünen Dach will mir nicht gefallen. Die Farben vom Dach hättest du ruhig etwas anpassen können.
Ansonsten passt alles.

I know it can be hard to get what you want with limited tilesets, but as it stands I think it looks very nice.
