As a portrait of a dog and its owner, it's a good picture. The composition is good and both the dog's and man's expressions have been captured very well. It feels spontaneous and honest.
I would steer clear of the social commentary, though. This "homeless" man is clean-shaven, wearing a pretty nice leather jacket. And maybe it's my inner cynical bitch talking, but there is something just so stereotypical about a young guy in leather and camo hanging out with a Pit Bull.

I think alot of people try to pretend that homeless people don't really exist, but a photo makes people acknowledge the human face.

I bet even Toronto doesn't have that many homeless people compared to some of the cities here, just based on policy (a guess, I'm not sure). I just found out that Oklahoma doesn't have a self-employment assistance program in their unemployment, New York (where I was raised) did, and it helps people that are unemployed start their own businesses by giving them all of their unemployment money (which they already paid for, while they were employed) in one lump sum, to cover start up costs for their new, very small business. Not to mention New York unemployment is almost twice the amount of Oklahoma's. The maximum unemployment in Oklahoma is just over minimum wage.
I miss New York! I love Toronto, people are so sweet in Canada.

For what the picture is concerned: it is great! A very good portrait. It's the dog that does it!
About your discription: I don't know about Canada, but here in the Netherlands nobody should have to live on the streets. We have a very well working social system that should keep everybody from ending up on the street. Yes, we have homeless people as well, but they shouldn't complain, as they choose to live on the streets. Everybody can apply for wellfare here (or better: get a job) and live under a roof. Preventing is better than curing.
