I think this would have been first developed during the Human-Forerunner war to use against armored infantry and later against more robust combat forms or pureforms to stop them spawning more infection forms. I think the weapon would also be useful against shielded targets if the ion rounds have an effect like ion weapons in Star Wars where they have a measure of EM interference. I really like the concept, and would like to know what the fire-rate and preferred combat range of the weapon is.
