I've always wanted to detail the bits and pieces of Kira's uniform (it's designed as it is for a reason!), but there was also the need to detail her Innocence, etc, so I went ahead and threw it all together in one big lump of references lD I think the only new thing for her uniform is the baggy (I caught sight of it whilst looking through DGM NOCHE, mostly on Kanda and Lenalee). Thought it'd be useful for storing the catnip Kira uses to bribe Chikita lol.

In colder weather, she wears the Order jacket, and her shorts are technically folded up, so she can unfold them to make them longer.

Please note, she's showing skin with her uniform for a reason! Her Innocence is her skin, the epidermal layer to be exact. Since her body armour provides protection when she initially activates, sleeves or pants are unneeded and will only get in the way / ripped up. Also, it's easier for her to form her attacks (the light cannon, knuckle knives, and scythe), since she has to do so from the activated epidermal tissue. Therefore, showing more skin gives her easier access to do this. If you still wanna get raegy over it (like no one wore stuff like that back then), please remember that there are many modern elements to DGM (and there's also Lenalee's skirt and shorts - which are short for a reason also, to give more room for her bulky Dark Boots - but yah).
