Very nice, fluid animation! i like how you portrayed the hair's movements and you perfectly showed the squash and stretch principal with the little white floofball on chino's head. it was a bit awkward being able to see the outline of her eye when it was covered as she turned, but otherwise this is a great animation with natural-feeling movements. Well done!

Is it some type of (slice of life) (romance) series? or

This is a very good animation, it's really well done, and the hair follows the movement nicely ^^
I personally think tho that you could have added a slight "preparation" for fully turning around. What I mean by this is that it would finish completely the act of the girl seeing someone and speaking up while turning to whoever she's addressing. And the preparation doesn't need to be very big or long to make it work either: about 3 or even 2 frames of her kinda turning the opposite direction a veeeeery small bit would fit in perfectly, right before the turn of her whole body.
So it would be kinda like this: she turns around to see what's behind, then transition from seeing to turning around and then full reaction.
I'm sure if done right it would have much better effect of showing her reaction, tho obviously with this level of finality, it's not entirely necessary to fix, just keep that in mind.

It was the fps on the two time which was strange because it becomes 12 frames per seconds in 24 frame per seconds which is funny

I think it's just easier to keep your project at 24 fps at all times: if you need more faster movement at some points (even if you end up animating on twos), though this is just my opinion :3

There's also this technique of animating in twos the characters but on different timings so it's 24 animated frames. This seems cool.
