I know exactly what you mean. I used to, well, still have (but not as much as before) trouble regarding shading So I'll give you some good advice that worked for me.
First, d/load this: [link] As you can see, the colours are divided into boxes of three, which can work as shadow, normal and highlights. It's not perfect, and you can mix and match, but it saves you a lot of trouble with finding the perfect colour for shadows etc.
Next, I don't know if you use photoshop or have a tablet, but if you do, when shading... first, find a brush size that's usable, then click the toggle brushes thingy, marked here with red circles: [link] unhook shape dynamics and hook off other dynamics. Now the pressure of your tablet pen won't adjust size, but the opacity of your brushstrokes. If you don't have a tablet, use a brush with soft edges, and lower the opacity of your brush, that can work too.
Use the smudge tool on low (0-30) strength to make the colours blend better
