I see your a bit confused to this by the comments lol YES it is a LEGAL graffiti mural and it is actually on the border of the old port and china town in MontrΓ©al
the building it is on is the old brewery mission a place where the homeless can go to get food and some shelter.
I also believe that is it to commemorate the different cultures in china town bringing the chinese and french together.

Its not photo shopped, its in Montreal near Chinatown done by the NME crew. They are by far the best in the city, and yes, it is a legal commission.

Not to be nitpicking, but if it's a legal commission, it's not graffiti. It's a mural.

My son had this drilled into his head by the probation officer when he was caught doing "art" on a trestle bridge: "The difference between mural art and graffiti is PERMISSION."

The artists that produced this are graffiti artists. It's the esthetic not just the legality, graffiti is multifaceted and most not directly involved in the culture draw opinions from outdated ways of thought. Painting something that isn't yours is graffiti and so is this.
If you disagree that's fine, I'm not willing to debate any longer on something as trivial as this.
