Description Commission for [Part 1 of 2]

I had a lot of difficulty with this one, but not because of the design X3 I decided to try and animate it differently and while it took longer I think it turned out better I hope you like it! ^^

how do you animate like that? do you just move a picture/ frame around allot with animation? or is it animated like normal?

I move them with a tool in PhotoShop X3
