I had this idea that I dropped after I moved onto other things.
Where for some reason a lot of the Frieza force turn good and come to earth.

In this case of Raditz, I was thinking that he came back to planet Vegeta only for him, Nappa and Vegeta to be sent off back into space by the queen once she found out that Frieza killed her husband and she sent them to earth.
She told them to live there and train until they were strong enough to take the tyrant on.
