actually it's Al trying to be Ed. This happened at the end of the first anime. I know I said I didn't like that version, but Al just looked so adorable!!!

It does seem like hes cosplaying as Ed but the shirt is designed differently, he doesnt wear the elevator shoes and his pants arent made of leather. but anyway, nice pic ^_^
