Why should an OC with colorful hair (hair in many colors) be Mary Sue?

Doesn't mean every single Oc with hair like this is a mary sue but it's a predominant trait.

It is a Mary Sue trait when it is not natural to the series. I haven't see a Naruto character with hair in many colors. So in the Naruto world it would be a Mary Sue trait.
It is only a trait and could be well done and not make the character a Mary Sue as long as the character itself is well rounded and believable. The background is the biggest part of a Mary Sue in my mind, because the background and powers are what usually get out of control and break cannon. Thus creating a Mary Sue.
