Ok this one is my OC wearing the ceremonial uniform; used principally for some royal gala (like the grand galloping gala) or weddings of the state, and for parade... well you know...for special occasionstotally inspired form the italian air force ceremonial dress. but the sword is the ceremonial us marines sword.
and there is the other version of my cutie mark... but you can't saw it very well.

In the military soldiers has to be easily recognizable if are not employed in military operations. pants obstruct the vision of cutie marks.
Besides they are ponies, and ponies do not really care of wearing pants

Uniforms are made to, as the name suggests, are made to show uniformity and selflessness.
Individuality is not conducive to the military environment.
As we have seen in the show, the cutie mark is the pinnacle ones individuality.
Thus by the logistics above, should be covered.

I would agree if it was an uniform for military operations.
But for ceremonial and service uniforms i believe that they should not wear pants for identification and such.
Beside everypony when they wear a coat it's usually without pants ( E.G. take a look on spitfire's service uniform)
In this contest you've to mind that we're in Equestria not in the real world where everything is severely Strict. Ponies has more individuality than us: various color of skin and mane.
That's my opinion why they have more individuality than an human military organization.

Have you ever heard the saying "Salute the rank, not the man"?
It means to respect your superiors, and not to show prejudiced towards the person they are.
Showing off the 'pinnacle ones individuality' undermines that, for you have who you truly are on full display.
(Not sure if Spitfire counts, as she is in a demonstration squadron and not active military.)
I do not see how coat and mane colour have anything to do with uniformity.
As a sergeant once told me:
"When you put on uniform you are no longer Black, White, Hispanic, Jew, Muslim, or Catholic, You are a Soldier."

The american civil war? it's quite different from them
Anyway it's similar to the blue uniform of the u.s. air force, but in reality is from the Italian Air Force ^^
