No, that isn't true.
There is a difference between Illegal, and rule breaking.
Any model that has to be purchased. Is Illegal, like editing mamama SeeU is illegal, and you can get sued.
Ginjishi, has just made set rules. Which, it is not okay to give out your edits. as I said in a comment above.

They can be reported as a personal copyright, but not legit sense it isn't being sold.
