The SS River Pell and her sistership result from the same 1938 directive that authorized expansion of Cokima's fleet in anticipation of opening up more developed international routes, and so accordingly shares a great deal of heritage with the City of Monteburg class combined role passenger and freight carriers. Based on the same hull, the River Pell and the River Chillswift predominantly rework the City of Monteburg's superstructure into a more conventional arrangement, eliminating unnecessary cabin space and containing an aft cargo hold in a conventional configuration. This move reduces the River Pell's weight considerably, which combined with the powerplant's original layout being rigged for passenger speeds makes the River Pell class freighters swift vessels suitable for express transport.
