That's a good point, and that's what I thought at first. But when he asks if you've got any information about the Order, if you show him the message they left you (which is being a helpful citizen, the kind of behaviour that should be rewarded) he has you arrested, as if it was your fault. Asking for assistance and then turning on you when he receives it is what made me hate him. But I see your point of view: his first concern is the safety of his country, and he'd go to any lengths to protect it.

I never completed any of the Ezic tasks on a playthrough and gave him coded documents. Got detained for investigation anyway. But I figured once they realized I did not do what Ezic wanted me to do, they'll clear me of all wrongdoing and let me out.
