And practicality; such a war machine would be the hideously-exposed target of any guy with a man-portable anti-tank weapon, and a lot of power is wasted at hovering above ground when it's more cost-effective to keep using track.

Sure But it depends on the power source. Tracked vehicles have their limits, like speed, instability on boggy terrains, necessity of reduction units, and vulnerability of track connection pins. And hovercraft can go low, floating several inches over the surface, making it a fast and not very high target... until its drive fail )

As for portable anti-tank weapons there are several techs like Russian Arena and Shtora, or Israeli ASPRO-A that disrupt AT guidance and deflect cumulative jet AFAIK. Also there was a promising electric field armour in UK. It is always a matter of sword and shield competition ))

Истребители летают на других скоростях и высотах. Эта штука скорее вместо вертолетов, кмк )
