Well if I recall, the Third Doctor deals with the Thirteenth Master, then the deincarnation after that, then he stole someone's body so maybe that would be the Fourteenth Master, then the Two Masters in the 1994 movie, then the Master During the Dark Eyes saga, then Professor Yana, and the Master with the 10th Doctor and finally Missy. As far as I can figure, Missy is the nineteenth Master. Which means the Master above is the eighteenth Master. That's what I theorize.

Mind you I also think that the Time Lords needed a hero for their own history it is why they remember Rassalon so well and forget his faults. I think that the 'game of rassalon' served a 2 fold purpose. One to keep people out, and secondly to keep him in. I have been toying writing a fan fiction on that idea.
