75% hand paintined, the rest 3D and some brushes/sky from Renderosity. For the model I used V4 and a basic texture/character and repainted her entirely, used part of an outfit for V4 purchased through Renderosity and painted over that too. The most work was spent on the character and all of her details/wings/hair/skin/face/eyes etc. I did use a ref. for the flying fish - never seen one of those before - and hand painted them in.

I absolutely love the water splash effects - not to mention, the fact that you have combined the two things I love more than anything lately - water and persons with wings
Now, once I can figure out how to make a pair like that, I'll be happy!

It was actually not that hard, just draw the outline and paint it in on a diff layer at a lower opacity, and do some highlights and such, ok well it wasn't THAT simple but if you really want some details just shoot me a note.
They took me a couple hours or so.

incredibly awe-inspiring.
and you know what popped into my head? that it'd be easy to re-create that scaly look for a costume simply by painting onto a remnant of fishnet and stamping it onto skin.
